22-12-2023

Starting a school in Maharashtra and obtaining affiliation to prominent educational boards such as CBSE, ICSE, IGCSE, or IB involves a structured and multi-stage process. This comprehensive guide outlines the steps involved in establishing a school and achieving affiliation to these boards in the state.

Stage 1: Obtain State Permission

The initial step involves submitting a proposal to the Ministry of School Education. The proposal is then scrutinized at various levels, starting with the Deputy Director of Education (Field Level Committee) and progressing to the District Education Officer ZP. Once recommendations are received, the proposal is forwarded to the Ministry for the issuance of a Letter of Intent. Following this, a physical inspection is conducted, and the proposal is submitted for final permission. The entire process is intricate, involving multiple levels of scrutiny and recommendations.

Stage 2: Obtain Letter from Deputy Director Education of Concerned Division

Upon receiving state permission, the next stage involves obtaining a letter from the Deputy Director of Education in the concerned division. This letter is a crucial document in the subsequent stages of the process.

Stage 3: Obtain UDISE Number

The Unique District Information System for Education (UDISE) number is essential for tracking and maintaining accurate data on schools. Obtaining this number is a pivotal step to establish the school's identity within the education system.

Stage 4: Obtain Recognition (Pratham Manyata)

Recognition from the respective education authorities is necessary for different classes. Recognition for classes 1st to 8th is obtained from the District Education Primary, Zilla Parishad, while for 9th to 10th, it is from the District Education Officer Secondary, Zilla Parishad. Classes 11th and 12th recognition is sought from the Deputy Director of Education.

Stage 5: Obtain Self-Recognition (Every Three Years)

Every three years, self-recognition from the Zilla Parishad – District Education Primary is necessary for classes 1st to 8th. This step ensures continuous compliance with standards and regulations.

Stage 6: Obtain No Objection Certificate (NOC) from Ministry of School Education

Before progressing further, obtaining a No Objection Certificate from the Ministry of School Education is crucial. This certificate affirms that there are no objections from the state authorities for the establishment and functioning of the school.

Stage 7: Affiliation of Board - CBSE/ICSE/IGCSE/IB

The final stage involves seeking affiliation from the desired educational board—CBSE, ICSE, IGCSE, or IB. This process includes fulfilling specific criteria set by the respective board and submitting the necessary documentation. Once affiliated, the school gains recognition and follows the curriculum prescribed by the chosen board.

Throughout this intricate process, it is advisable to seek guidance from professionals experienced in educational institution setup and affiliation procedures. Open communication with relevant authorities and meticulous adherence to the outlined steps are crucial for the successful establishment and affiliation of the school in Maharashtra.
